PENGARUH DANA DESA, ALOKASI DANA DESA, DAN BAGI HASIL PAJAK DAN RETRIBUSI DAERAH TERHADAP BELANJA DESA PADA DESA DI KECAMATAN BANUHAMPU KABUPATEN AGAM

Penelitian ini dilatar belakangi oleh adanya belanja desa adalah semua pengeluaran yang merupakan kewajiban desa dalam 1 (satu) tahun anggaran yang tidak akan diterima kembali oleh desa. Dari pengamatan yang dilakukan secara langsung atau observasi lapangan pada desa di Kecamatan Banuhampu Kabupaten Agam, terlihat bahwa adanya fenomena pada beberapa desa di Kecamatan Banuhampu Kabupaten Agam yang mengalami penurunan belanja desa di Kecamatan Banuhampu Kabupaten Agam. Hal tersebut menjadikan belanja desa di Kecamatan Banuhampu Kabupaten Agam mengalami penurunan dari tahun 2019-2020 dan 2021-2022. Adapun penelitian ini bertujuan untuk mengetahui pengaruh dana desa, alokasi dana desa, dan bagi hasil pajak dan retribusi daerah terhadap belanja desa pada desa di Kecamatan Banuhampu Kabupaten Agam baik secara parsial maupun simultan. Penelitian ini menggunakan metode kuantitatif dengan pendekatan analisis dekriptif dan verifikatif. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Populasi yang digunakan dalam penelitian ini adalah seluruh desa di Kecamatan Banuhampu Kabupaten Agam, sedangkan sampel yang digunakan dalam penelitian ini adalah 42 data dengan periode waktu selama 6 tahun yaitu tahun 2018-2023. Teknik analisis data yang digunakan dalam penelitian ini adalah IBM SPSS Statistics versi 24. Hasil penelitian yang dilakukan di Kecamatan Banuhampu Kabupaten Agam, pada dana desa tidak berpengaruh signifikan terhadap belanja desa dibuktikan bahwa 1,201 0,05, pada alokasi dana desa berpengaruh signifikan terhadap belanja desa dibuktikan bahwa 3,861 0,05, pada bagi hasil pajak dan retribusi daerah tidak berpengaruh signifikan terhadap belanja desa dibuktikan bahwa 0,960 0,05, dan pada dana desa, alokasi dana desa, dan bagi hasil pajak dan retribusi daerah secara bersama-sama berpengaruh signifikan terhadap belanja desa dibuktikan bahwa 5,570 0,05.

Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskripsif, data diperoleh dengan teknik Wawancara dan membaca dokumen. Hasil penelitan menunjukkan bahwa dengan adanya Qanun keuangan khususnya pada pembiayaan mikro pada Bank Aceh sangat mendorong dan memberikan modal usah kepada nasabah dan masyarakat yang berpenghasilan rendah dapat terbantu dan juga memiliki modal usaha agar memdapatkan kesejahteraan dan kemakmuran bagi masyarakat di Aceh. Perkembangan usaha yang dirasakan masyarakat dapat dilihat dari pendapatan nasabah. Berdasalkan hasil penelitian ini dapat disimpulkan bahwa Qanun keuangan sangat berpengaruh dalam mendorong peningkatan usaha masyarakat dan meningkatkkan perekonomian melalui pembiayaan yang dilakukan oleh Bank Aceh Syariah.
